The Government of Goa on September 24, 2026, notified regarding the Extension of The Goa State Shack Policy for Erection of Temporary Seasonal Structures, Beach Shacks, Deck Beds/Umbrellas, for Tourist Seasons 2023-26 (3 Years) for further One Season i.e. 2026-27.
The Government of Goa has introduced the Goa State Shack Policy for Tourist Seasons 2023–26, prescribing requirements for allotment, erection, operation and regulation of temporary beach shacks and deck beds on identified public beaches. Licenses are subject to statutory approvals, including requirements of GCZMA and pollution control authorities, with shacks required to operate during the tourist season and be dismantled by June 10.
Beach shack operators must comply with prescribed construction, sanitation, waste disposal, CCTV, staff identification, fire safety, GST billing, digital payment and environmental requirements. Shacks must use permitted materials, cannot be sublet, and must not discharge sewage or waste onto the beach. Special restrictions apply to turtle-nesting beaches, including prohibition of operations, outdoor lighting and loud music after 6:00 p.m., with ₹1 lakh compensation for each violation.
Applicants are subject to category-based eligibility and selection through draw of lots where applications exceed available shacks. The policy also prescribes application, processing, annual shack and security-deposit fees, along with penalties and cancellation/forfeiture provisions for non-compliance.
